I need to print W-2 forms for both 2019 and 2020 tax years on plain paper. What software do I need?

You will need both ezW2 2019 and ezW2 2020. ezW2 has been approved by SSA to print W2 and W3 on white paper since 2006. Here is my suggestion: 1. If you like the forms, you can purchase the licenses. ezW2 2019 ($39) and ezW2 2020 ($39).
